Two Nyack Mixed-Use Properties Sell For $2.5 Million

70 South BroadwayProperties at 55 Hudson Avenue and 70 South Broadway sold for $2.5 million. The seller was Cody Vancampen And Co., LLC. The buyer is Brooklyn-based 70 S Broadway, LLC, whose sole member is Simcha Schwartz.

Financing in the amount of $1.9 million was provided by Nanuet-based Ibis Capital Group LLC.

The 2,600 square foot ground floor retail at 70 South Broadway is currently vacant and is offered at $26 per square foot.

Schwartz owns multiple properties in and around Nyack. His portfolio includes apartments at 73-75 Cedar Hill purchased for $1.5 Million, apartments at 128-132 High Avenue in Nyack purchased for $6 million, two properties at 267 Main Street and 248 Depew Avenue acquired for $2.6 million.

In 2024, the Town of Clarkstown took Schwartz to Rockland County Supreme Court over ten single-family residences he owned alleging numerous code violations. The properties were located at: 14 Cooper Drive in Nanuet; 4 Fulton Street in Nanuet; 11 Louis Road in New City; 11 Waldron Avenue in Central Nyack; 12 Gillis Avenue in Central Nyack; 14 Albacon Road in Nanuet; 16 Albacon Road in Nanuet; 83 Hall Avenue in New City; and, 116 North Middletown Road in Nanuet.

Clarkstown sought court-ordered access to the properties to determine if the single-family homes had been illegally turned into boarding homes housing large groups of non-related people.

In December 2024, the town struck a deal with both Schwartz, and although no fines were imposed, Schwartz was ordered to permanently refrain from “using, maintaining, allowing, permitting or otherwise acquiescing in the use and occupancy” of the houses as anything other than single-family residences.

In April 2025, RCBJ reported that several of the houses owned by Schwartz remained in a state of disrepair, with broken doors, garbage piled high on the properties, and multiple cars in the driveways.


Kennedy Center Mall Redevelopment Site Sells For $22.4 Million One Year After Selling For $18 Million

Kennedy Center MallThe Kennedy Center Mall at 23-67 Kennedy Drive in Spring Valley was sold by Kennedy Center Mall LLC to Monsey-based Kennedy Gardens Mall LLC for $22.4 million.

Kennedy Center Mall LLC acquired the property from Cuzson Associates LLC in December 2024 for $18 million.

Plans for the property include redevelopment into a mixed-use property featuring apartments above retail spaces. The shopping center, built in 1985 covers 5.14 acres with about 18,000 square feet of retail inline space in two buildings.

A redevelopment proposal was submitted to the Village of Spring Valley Planning Board last year that contemplated adding three additional floors to the two structures on the property. The ground floors would remain as retail spaces but be enlarged with additional floor area. The upper three floors of the northern building would add 42 apartment units. The upper floors of the southern building would add 52 apartment units.

The existing parking area would be reconfigured to accommodate the residential use and provide a total of 270 parking spaces.

The Rockland County Planning Department in its GML review had numerous issues with the plans, particularly related to density, traffic, pedestrian safety, and scale.


Millers Pond Development Secures First Round Financing

Millers Pond - Pomona RoadThe developers of the Millers Pond 637-unit, master-planned residential community on the site of the former Minisceongo Golf Club in Pomona secured a $21.3 million predevelopment land loan.

Financing was provided by IDB Bank.

The proposed development will transform the former 144-acre golf course into a designed, amenity-rich community featuring 535 for-sale townhomes, 102 multifamily rental units, 38,500 s/f of commercial space, and 25,000 s/f of amenity space, including a gym, event space, banquet hall, and community center. Residents will have access to 67 acres of open space, including a 7.5-acre park, 4.7 miles of sidewalks, and scenic walking/bike trails.

The property, acquired in 2016, has undergone nearly a decade of planning, entitlement, and approvals. The Planned Unit Development (PUD) was formally adopted in March 2024 and Phase 1’s site plan approval was obtained in August 2025, clearing the way to develop the first 280 townhome lots. Phase 2 approval, which will cover the balance of the planned community development, is expected in the second quarter of 2026. Construction is anticipated to begin in late 2026 with full project completion targeted for 2030.

Neighbors of Millers Pond have filed several court cases challenging approvals for both the establishment of the zoning that allows the project to proceed and challenges to the site plan approval. The case is currently pending before Rockland County Supreme Court Justice Keith Cornell. The developers have filed a motion to dismiss the proceedings.

The Town of Ramapo has passed several local laws encouraging housing development on large lots within its borders. The new zoning encourages PUDs of different sizes in different parts of the town.
