State Officials Promise $2.1 Million for Projects in Haverstraw
Speaker Carl Heastie and Assemblymember Patrick J. Carroll made several stops in the Village of Haverstraw recently, visiting the Haverstraw-Ossining Ferry Landing, Haverstraw Fire Department (HFD), the proposed Westhab Affordable Housing site, and The Haverstraw Center, announcing over $2.1 million for projects in the village.
“Our visit today was a plentiful showing of this community’s commitment to investing in the safety and security of hardworking families,” said Speaker Heastie. “It truly takes a village to build community, and the Village of Haverstraw is a true blueprint of the need for continued investment in our neighborhoods.”
Heastie and Carroll met with Village of Haverstraw Mayor Michael Kohut to tour the Haverstraw-Ossining Ferry Landing and see the village’s fire boat. Heastie said $650,000 in funding would be provided to support the fire boat’s river patrol and mutual aid effort to neighboring fire districts. They also toured the fire department’s facilities, announcing $350,000 in funding for fire equipment for the all-volunteer force.
Officials then visited the future site of Westhab’s Affordable Housing facility. Westhab, the largest non-profit developer of affordable housing in the Hudson Valley, plans to build 81 units in Haverstraw for low-income families. Officials earmarked $1 million in funding to support this project citing the Assembly Majority’s commitment to expanding affordable housing options across the state.
Officials finished the tour at the Haverstraw Center, which is home to the Department of Youth and Family Services. The center provides food pantry access, recreational opportunities, counselling services, educational programs and daily summer camp to families across the community. It also partners with other community organizations to provide mental health counseling, employment assistance, financial support and legal services. Heastie promised $140,000 in funding to cover the cost of summer camp this summer and next for all campers, providing accessible and affordable care for hardworking families in the Village of Haverstraw.
New York State Department of Health’s Helen Hayes Hospital Appoints Scott Guevin as CEO
The New York State Department of Health’s Helen Hayes Hospital, a nationally recognized leader in physical rehabilitation, has named Scott Guevin, PT, DPT, NHA, MBA, FACHE as the hospital’s Chief Executive Officer, effective May 12, 2025.
With more than 25 years of experience in hospital administration, finance, and operations, Dr. Guevin brings deep expertise and a strong strategic vision to fortify Helen Hayes Hospital’s longstanding reputation as a national leader in rehabilitation medicine.
“Dr. Guevin’s exceptional experience in both patient care and health care leadership makes him an outstanding choice to lead Helen Hayes Hospital,” State Health Commissioner Dr. James McDonald said. “He will be a tremendous asset to the hospital, and his appointment affirms our continued commitment to providing New Yorkers with the highest quality rehabilitation services to support recovery, resilience, and independence.”
Prior to joining Helen Hayes Hospital, Dr. Guevin built a distinguished career advancing care at renowned institutions, including the Shirley Ryan Ability Lab, Penn State Health Rehabilitation Hospital, and the Kessler Institute for Rehabilitation. His experience spans both acute and post-acute settings nationwide, with a consistent focus on maximizing operational outcomes, fostering collaboration across disciplines, and delivering exceptional care to complex patient populations.

Dr. Guevin’s direct care experience as a licensed physical therapist forms the strong foundation for his patient-centered leadership approach. He holds Masters and Doctorate degrees in Physical Therapy, a Master of Business Administration in Finance, and is a licensed Nursing Home Administrator. Dr. Guevin is also Board Certified in Healthcare Management as a Fellow of the American College of Healthcare Executives (FACHE).
Hudson Valley Venture Hub at SUNY New Paltz Names Bailey Burke Interim Director
The Hudson Valley Venture Hub at SUNY New Paltz has named Bailey Burke, who has worked as a connector and a manager in the regional entrepreneurial ecosystem for nearly a decade, as its new Interim Director.
Burke joins the Venture Hub after serving for eight years with Upstate Capital, a membership network for investors, CEOs, entrepreneurs and M&A professionals. Since 2019, she has also directed the New York Business Plan Competition, a statewide showcase in which teams of public and private college students, including many teams from New Paltz, have pitched innovative startup concepts. She is a well-known figure in the Hudson Valley business community and was a Hudson Valley Pattern for Progress Fellow in 2023-24.
“We are delighted to have Bailey Burke step into the role of Interim Director,” said Kristin Backhaus, dean of the School of Business at SUNY New Paltz, which houses the Hudson Valley Venture Hub. “Her experience and knowledge of the entrepreneurial ecosystem will enable us to continue to provide the level of service and support that the Hudson Valley has come to expect.”
At Upstate Capital, Burke held titles of increasing responsibility, most recently that of interim director. Her work included managing and developing the association’s robust network of members; strategic planning for member and sponsor value creation; coordinating outreach, engagement, news and events; and administration of Invest NY, a digital platform that provides stakeholders with information about startup and investment activities and opportunities.
